open rings on a parrot's leg

What do open rings on a parrot's leg mean? I cannot draw any conclusion from the markings. Thanks in advance,

Either a breeder or a re-seller placed the open-ring on the parrot as a means of controlling their inventory. The meaning, now a days, is nothing more than that basic need.

IMHO, there are solid reasons the band be removed as soon-as-possible as the likelihood of the Parrot catching the leg band on any number of surfaces is very high.
