Please identify my bird

Hi there, can anyone tell me exactly what sort of bird this is. 20140407_065509.webp
 
Quaker parrot, Monk Parrot, several names. Looks like it's been bred for color mutation,pale color. But a Quaker Parrot, illegal in some states in the US. Appears to be a young bird,< 1 yr. Feral flocks are very common in our area of Fla.
 
I see your point. Yes it could be. I'm not so sure now.

I'm 100% SURE that's an Indian Ringneck with a messed up tail.

The colour could be a mutation, bad diet, or a health problem, but one thing I'm sure about is, it is a IRN.

I was going to say IRN as well. You can actually see a little of a ring...

Poor thing is totally tattered, though! Hopefully it'll molt in much nicer looking. :)
