Please identify my bird

Hi there, can anyone tell me exactly what sort of bird this is.

Quaker parrot, Monk Parrot, several names. Looks like it's been bred for color mutation,pale color. But a Quaker Parrot, illegal in some states in the US. Appears to be a young bird,< 1 yr. Feral flocks are very common in our area of Fla.

Could it be an IRN? I know their feathers can look like that when they're young, and the beak really stands out to me.

That's if he's young, anyways. Not sure about the pied/mixed color look, maybe if he's not a baby it could be a vitamin deficiency, but he looks rather young. (Considering the tail.)

I'm 100% SURE that's an Indian Ringneck with a messed up tail.

The colour could be a mutation, bad diet, or a health problem, but one thing I'm sure about is, it is a IRN.

I was going to say IRN as well. You can actually see a little of a ring...

Poor thing is totally tattered, though! Hopefully it'll molt in much nicer looking.
