Help! Nail biting birdy??

Maxwell, my precious Sennie, 2 years old.

Sunny, my baby budgie. 5ish months old.
My Senegal has been chewing on his little nail. At first I thought maybe there was something stuck in it but then I noticed he just recently started chewing on cloth things. Maybe it's his beak, then? Also, he frequently has been shaking (or, wagging kinda) his tail. He is only 2 years old.
Why is he chewing on blankets and sweatpants, soft things?
Why is he wagging his tail so much?
Why does he nibble on his nails?
 
My sennies are close to the same age. They don't chew on their nails, but they've always chewed on cloth, my nails, shoe laces, etc.

Mine shake their tail feathers when they are settling them or grooming them.
 
Alice has always chewed her nails, it doesn’t seem to do any damage and I've always assumed it's the same as when humans do it, just a habit she's got into. She loves towels as well, never misses an opportunity for a quick chew on one.
