4 days ago I adopted two male cockatiels one of them is around 20 and he has been attempting to pluck? He will be preening and he will scream and raise up on his toes, but he hasn't lost any feathers. He also will bite his toes? They get out of the cage for over 5 hours a day, they get fed pellets, veggies and seeds for transitioning perposes, he is also just really aggressive in general should I be worried?

4 days is nothing. What you describe is just stress behavior. He has had a high life change!

So support him go slow. Talk to him and sit near him. Don't try and force touching at this point. Just get used to being around eachother.

Great points above...
What is the likelihood that you're 20 something is perching on undersized perches? Likely at that age, your Tiel should be on a 1"+ dia natural wood perch.

I only have natural perches in the cage, the sizes change and their are definitely perches of that size in the cage.
