Hello im new to this baby birds stuff so i an concerned about EVERYTHING, in the video that is attach um is he streching? Also in the photo is he plucking his feather or moulting or what bc a little bit of his feather was like um plucked?

How old is he? To me, it looks like this is a young bird that isn’t fully feathered yet.
And yes, in the video he looks like he’s just fluffing out his wings.

Yes he is very young, 3-4 weeks old maybe

Or could be exercising his wings.
Before baby birds fledge they do a lot of wing flapping.
