They have 3 budgies and 1 cockatiel, and the tiel bonded to one of the budgies to the point that s/he is unwilling to spend time with the owner and gets upset being alone with them, away from the budgies.

Oh, well if you keep them together, it makes sense that they would bond. If you have a flock, you need to 'let go' in a way, and let them maintain their friendships while taming them, even if they're less tame as a result. I would suggest training the 'tiel in the same room as the budgies, with the budgies in a cage. I have to do this with my flock, but it's a super simple fix.
