The black spots are called "throat spots" and the dark violet patches are "cheek patches". A budgie is "supposed" to have 3 black throat spots, ideally large and round, and one violet cheek patch on each side but some mutations don't have them or they're different colors.
Many budgies have "too many" spots. Before entering a budgie in a show, the breeder will correct for too many spots by plucking (or trimming) the tiny feathers containing extra spots.
My show-type budgie Jimmy has way too many spots- at least 8 on each side. His spots look more like a heavy beard or necklace and we love his spots!
