Mango the Indian Ringneck and Peach the Cockatiel; Kiwi found a new home
So Peach will not give Mango any scritches, but she demands them from him.

I heard that if parrots turn their back to you it's because they are angry. Mango seems to turn his back to me more often, but I don't think he's mad at me.

My first Amazon couple was like that. The grooming/scratching was very one sided. At the distance of time I can't recall who demanded scratches more male or female.

My current amazon couple share scratches pretty evenly but it was not like that it first, they grew into it.

My two female cockatiels (sisters) never scratch each other but I have seen them with their heads together waiting for one or the other to start.

Video one: Great, either preen or get-out-of-here!

Video two: Busy preening myself, since that other bird seems to be clueless, has nothing to do with me bing mad at you. But if I ask you to preen me, you had better do much better than that Tiel or I will be mad at you!!
